Line up two pieces of felt right sides together. (There really isn't a right and wrong side to felt we will be marking on the "wrong" side.) Measure in 2" all around the edges of the felt marking lightly with the marker. Draw a guidline all around. Snip out the corners as shown in the diagram at the right.
Snip every 3/8" on all four sides through both layers. Reposition felt wrong sides together. Tie each snip front to back with a double knot leaving one of the shorter sides open. Pull apart a piece of batting to make it fluffy. Stuff the pillow. Finish tieing. Decorate with peel and stick foam shapes.
