Instructions:
Apply a thin line of glue to the edge of the fringed tissue paper. Wrap
the tissue fringe around one end of the wooden dowel. Write
"to" and "from" on the back of the foam hearts.
Insert the dowel in to the holes in the foam heart. Carefully push the
point of the arrow through the bottom of a chocolate kiss. To keep it
more secure you might glue around the edge of the stick with hot glue or
if you want to be able to eat the kisses you can "glue" them
with canned frosting.
