Wrap a pipe cleaner around a pen or pencil to curl. Layer three
foamie hearts gluing them together and glue it to the end of the curled
pipe cleaners. Repeat for second pipe cleaner. Glue the other end of
both pipe cleaners to the top of the plastic headband. Cut a piece of
feathered boa to cover the headband. Glue in place, covering the bottoms
of the tinsel stems. Glue on some small hearts to decorate.
